COVID-19: Football Regulatory Issues

Following the unprecedented disruption caused by COVID-19 at all levels of football, FIFA has worked on a series of recommendations and guidelines to address some of the key practical issues arising from the pandemic, especially with regard to player contracts and the transfer system generally. This has been done in consultation with different stakeholders through a task force chaired by the FIFA Vice-President and chairman of the FIFA Football Stakeholders Committee, Vittorio Montagliani, and including representatives of clubs, players, leagues, national associations and confederations.

A set of principles has been unanimously agreed by the task force and was endorsed by the Bureau of the FIFA Council today.

“The COVID-19 pandemic has clearly changed all the factual circumstances around football for this season. So, FIFA, together with the stakeholders, has come up with some practical ideas and proposals to tackle these new circumstances. Whilst this will not solve each and every problem, it should serve to bring a measure of stability and clarity to football for the foreseeable future. We hope that this collaborative effort, under the leadership of FIFA, can provide a positive example of how football can come together and show unity, solidarity and a spirit of compromise in order to face the challenging times ahead. But before these times come, one thing must be clear to everyone, especially now: health comes first, well before football,” said FIFA President Gianni Infantino.

Esports and gaming have burst into the mainstream in recent years, transforming from a vibrant niche to a central form of entertainment around the world.While esports may have once stood for a subset of sports culture, it has grown into a full industry in its own right.That shift has been powered by championing from mainstream celebrities like Michael Jordan, Drake, and DJ Marshmello, an increasing amount of coverage from traditional outlets like ESPN, and, at least in part, the breakneck rise of Fortnite.

As competitive gaming cements itself in the popular culture, global investors, brands, media outlets, and consumers are all paying attention. Total esports viewership is expected to grow at a 9% compound annual growth rate (CAGR) between 2019 and 2023, up from 454 million in 2019 to 646 million in 2023, per Business Insider Intelligence estimates. FIFA AND FIFPRO LAUNCH GLOBAL FUND FOR PLAYER SALARY PROTECTION

FIFA and FIFPRO have reached an agreement to establish the FIFA Fund for Football Players (FIFA FFP), which aims to provide financial support to players who have not been paid and have no chance of duly receiving the wages agreed with their clubs.
FIFA has set aside $16 million (USD) for the fund up to 2022, with this allocation to be divided as follows: USD 3m in 2020, USD 4m in 2021 and USD 4m in 2022, plus a further USD 5m set aside for the retroactive protection of players’ salaries for the period between July 2015 and June 2020.

Several recent reports – including FIFPRO’s own 2016 Global Employment Report: Working Conditions in Professional Football – have attested to the proliferation of cases involving the non-payment of players’ salaries across the world.
